William R. Howell

Bill Howell is a consummate professional and business leader who blends decades of financial, legal, public, and private sector experience with a network of domestic and international relationships to create business opportunities and results.

By utilizing several complementary business platforms, Bill has been able to continually identify and realize profitable opportunities in the fields of finance, real estate, third party pension fund marketing and governmental consulting.

Prior to 1995, Bill was a managing director in public finance for Prudential Securities. In addition to serving his many clients, Bill was responsible for creating and managing the company’s national business strategy.  After an eight-year corporate career where he established himself as a leader on Wall Street, and a thirteen-year career as a leader in government, Bill chose to independently work as an employee/partner/consultant with a selective list of firms/clients.

Bill’s success in the private sector is a result of his ability to offer valuable services and to design and implement solutions that generate results for his clients.  Bill’s “wheel of service” is a comprehensive approach that includes:  the introduction of innovation, creation of value, needs matching, marketing, increased sales, costs savings, and a constant introduction of new ideas to enhance the enterprise vision.  Anticipating and evaluating market trends, as well as the likely responses of business and government, enable Bill to identify realizable opportunities for clients.  Bill associates and works with recognized professionals in various fields.  In addition, Bill has invested in numerous “start-up” businesses that match his business model.

Bill’s knowledge of the public sector is the result of years of formal training and service in the highest levels of government.  His combination of governmental expertise, knowledge of the governmental process, and his ability to reconcile private sector needs with constituent interests enable him to produce extraordinary “win-win” results.   His employment experience in the public sector is extensive and includes: service for the Mayor of the City of New York, the Governor of the State of New York, and two Speakers of the New York State Assembly.  Various positions Bill has held include: the Mayor’s Representative to the Board of Estimate, Mayor’s Legislative Representative, Assistant Commissioner in the Department of Housing Preservation and Development in New York City, and numerous senior positions in the New York State legislature as well as chairing the New York State Energy Research Development Authority.

Bill holds a B.A in political science from John Carroll University, an M.P.A. from the University of Pittsburgh School of Public and International Affairs, and a J.D. from St. John’s Law School. He was admitted to the New York State Bar in 1986.  Bill is also a licensed securities professional.  Bill was selected by the New York City Partnership to serve as a 1992-93 Rockefeller Fellow.  This privately endowed fellowship is designed to help corporate leaders focus on the major public policy issues confronting New York.  In 1987, Bill was the recipient of the New York City Council’s Proclamation of Recognition of Public Service to New York City.
